I carried the M1911A1 for years (1973 - 1976). I'm familiar with its history (Philippine insurrection), have qualified with it numerous times, and am proficient in its use.
I just Googled ".45 ACP foot pounds" and found the ballistic statistics for this cartridge ranges from 329 - 421 foot pounds of energy.
Unless the bear you have in mind is a teddy bear, or a 150 lb. cub, don't bet on it. If you're going after adult grizzly bear with an M1911-A1, make sure your affairs are in order. (if you sprinkle yourself with paprika, you might not give the bear indigestion)

what did they think would happen?

When person or persons are in government custody, the government is responsible for their welfare.
