The Senate composition in 1919 was 47 Dems - 48 Reps and 1 Indy. 

36 Senate Reps voted for the Amendment - 8 voted against
20 Senate Dems voted for the Amendment - 17 voted against

The Dems filibustered to prevent a vote until their absent Senators could be protected by pairs.  They finally "gave up the effort as futile".
