Bush isn't a traditional conservative in the Goldwater mold, but then again most people that call themselves conservative these days are in the same boat.

I consider myself a conservative but was appalled at GWB's large expansion of government intrusion in to our lives.

I became disillusioned with him way before 9/11 when he decided to expand the Clinton era's sales of technology to China, his unwillingness to act upon his promise to reign in spending/mismanagement of the DoD, and his joining the Clinton Administration in acting against the interests of Col. Day and military retiree's, and his unwillingness to push for disabled vet's concurrent receipt.....all this before 9/11 mind you!

Tom is correct. 

He was/is the poster child for what conservatism has become so one would have to say, yes, under today's definition, he is a conservative.
