Yes, Robert Byrd stayed a lot longer than he should have.  It is the custom of Democrats to keep disfunctional Senators and Representatives in office so long as their technical presence allows them to cast votes---and prevent a competent person from another Party to properly represent the electorate.  For his last years in the Senate, Robert Byrd was maintained with life support methods not unlike those of Darth Vader.  South Dakota Senator Tim Johnson is another case in point.  He had severe brain damage resulting from a hemorrhage and brain surgery.  He is not capable of fully representing his electorate, but since the Governor is Republican---Democrats have propped him up enough to keep his Democrat vote in the Senate since 2006.  Actually, Robert Byrd and Ted Kennedy were both good cases for the term limits concept---as well as retirement when they are not in good enough health to continue.  Democrats shot themselves in the foot with Kennedy's Senate seat---they were so overconfident about the election of Martha Coakley to replace Kennedy that they lost to Scott Brown---who openly campaigned on repealing Obama Care and other conservative principles.
