Historicly, the people living in the District of Columbia (washington dc) have no representative in Congress. The same could be said for people living in Puerto Rico.

Constitutionally, Puerto Rico is subject to the Congress' plenary powers under the territorial clause of Article IV, sec. 3, of the U.S. Constitution.[83] U.S. federal law applies to Puerto Rico, even though Puerto Rico is not a state of the American Union and their residents have no voting representation in the U.S. Congress

Why is it now such a big issue?

And no Jra, I'm not saying you agree with others having no reps, but  people in one district of AZ should not have to do without. My post was just to show that such things like 'no representation' happens all the time.
