The framers did not write the 14th amendment.  In fact the whole idea of them leaving the amendment process is meant to correct things for the times.

And yet they felt no need to place any limits on the second amendment at the time.  No "not muskets"....no "private ownership of cannons is not acceptable".......nothing like that.
