The private owners of this property along with the nearby residents and businesses (not Wall Street) were hurting. Sanitation, health and safety were not good inside the park.

No one is limiting these folks right to speech, they are just saying that you have to do it in a safe way that doesn't greatly infringe on others rights. These folks can gather on a daily basis and speak out all they want. They just can't camp out, beating drums all night.
