Thanks, Tom.  It looks like a means testing requirement.  That is a reasonable approach.  They still need to deal with the elephant in the room and that is the reduction in payouts that is used to balance the program budget but keeps being postponed.  Then they'll have to deal with the backlash from providers unable or unwilling to take relatively huge cuts in their payments that were already well below market levels.
