William Happer is a physicist whose specialities are optics and spectroscopy. I am doubtful of his expertise in climate science or plant biology.

He is a scientist who is looking at what the climate models predict should be happening and then looking at what is actually happening.

One doesn't need an advanced degree in climatology to see that the models don't do a very good job of predicting what will happen.
