We haven't declared war with anyone since WWII. We've had police actions and a war on terror that gave the Potus the ability to use force where he deemed necessary, that ability got us into Afghanistan and Iraq, but there was no formal declaration of war other than, we will hunt you down where ever you are and you are either with us or against us.

We declared war with the Authorization to Use Military Force and the Authorization to Use Military Force in Iraq.

The Constitution gives Congress the power "to declare war," not "issue declarations of war."  Any action Congress takes to authorize the President to engage in hostile military action is a declaration of war.
