Therese, you are right on target. My point was that we have had to adjust to a tight budget our whole lives. This has caused us to make certain long-term decisions that cost more upfront and save money down the road. We remodeled our house in 1978. We went with 29 R in the walls and 44R in the ceilings. We had double pane windows before it was the norm. We applied 30 year shingles (which I just had to replace) We installed a wood/oil furnace and a woodstove. This was all done because we could not afford heating oil.

I would like to see a national comprehensive energy policy. For starters, insulation codes should be upgraded and the cost tax abated if necessary. No home should be built in the SW without adequate solar energy to power A/C. Major cities with pollution problems should eliminate traffic jams with increased use of mass transit and higher fees to enter the city in a polluting way.
