You realize it's just a catch-all GOP slogan and that to anyone rational just appears to be a transparent attempt to deflect and change to subject.
The accusation was made the the Republicans have refused to offer any specifics on how to bring the deficit under control.

When it is pointed out that the Republicans are the only party that have written and passed a budget (which by definition contains specific data on spending and revenue), we are reliably told by Democrats that it is irrational to point this out.
