The fiscal cliff is looming because the Republcans and the Democrats can't agree on how to move the budget towards balance.

The fiscal cliff is looming because the president decided to ignore the budget recommendations of his National Commission on Fiscal Responsibilities and Reform.

This whole thing is part and parcel of the federal government's irresponsible attitude towards having a budget and living by it.
