The Budget Resolution cannot be filibustered. But - in a truly arcane and deliberately obfucating way - the budget resolution cannot take effect without what's called "a deeming resolution" (in which the Senate ":deems" that the House has agreed to their budget, whether they have or not) or a nearly identical budget passed on the House.

And a "deeming resolution" can be filibustered, as can appropriations bills (which is what has been happening.)

Nothing gets through the Senate anymore without 60 votes. The BCA is a budget, for all practical puposes.  That doesn't let the dems off the hook, IMO.

This is all your fault.  You made me look this stuff up last year when we had a similar discussion.  I now know more about this crap than I ever wanted to.
