I have eaten Ramen Noodles, too.  I try to limit them because each package contains 30% of your daily allowance of salt.

Once again, WIC and food stamps are allocated based on income and no "average" will fully explain the adequacy's of the allotment.

At 20 to 30 cents a meal, it is the cheapest meal one can eat.  I have eaten Ramen Noodles for days on end when I didn't have enough money to buy any other type of food.   I know what WIC AND FOOD STAMPS are allocated to.   WIC is only for children under 5.   I deal with people on them on a weekly basis.  Most older people without children don't get enough to feed themselves for one full week much less a month.

Every gun that is made, every warship launched, every rocket fired, signifies in the final sense a theft from those who hunger and are not fed, those who are cold and are not clothed.
