When the Bill of Rights was last amended depends on how you look at it.  We traditionally refer to the first ten Amendments as "The Bill of Rights," but we've added a few more protections of rights since then..  The 13th, 14th, and 15th Amendments all extended protections of rights, including against state infringement.  Later amendments protected the right of people to vote in Federal election once they reach 18 and the right of women to vote.

Whether you regard those later protections as part of the Bill of Rights or not is subjective, I suppose.
