If the IRS was just targeting conservative groups, that is wrong.
There is no "if" here. Lois Lerner admitted and apologized publicly for this occurring under her watch.
If employees of the IRS did this on their own, they made a grave mistake. If any supervisor, or politically appointed department head instructed IRS employees to do such a thing, dismissal and possible criminal charges should be given.
Whether a grave mistake by low level employees or by supervisors, possible criminal charges should be considered.

John Koskinen should be charged with obstruction of justice for what he has done since taking over the IRS.
