Waterboarding used in military training

During President Barack Obama's April 29 news conference, he reiterated his feeling that waterboarding is torture ("President: 'Off to a good start,' " McClatchy Newspapers article, April 30 Dispatch).

Likewise, there has been a great deal of talk that anyone in the Bush administration responsible for policies that allowed various interrogation techniques, including waterboarding, that are in the Obama administration's torture ban should be prosecuted. Since there have been reports that the military uses waterboarding as a training tool, does the torture ban and threat of prosecuting policymakers cover the Pentagon?

Or, in other words, is it OK to torture our own but not terrorists?
