It puzzled me for a long time as well Lance.

I think I understand it.
For Republicans, loyalty to party trumps loyalty to nation and People.

The evidence of this has been abundant since the impeachment of President Clinton.
That wasn't about benefiting the People of the United States of America. It was about political vengeance.
Slick Willie was mopping the floor with them. He'd beaten them at their own game.
They couldn't stand it! And though they couldn't best him politically, they went after him any other way they could.

And still, to this day, the Republicans would rather say "No!" than help shape and or enact legislation, or take other action that would benefit the nation.
There are but a few exceptions.
Republican Senator Lindsey Graham was the lone Republican to approve President Obama's most recent Supreme Court appointee.
He's the only Republican in the entire Senate to approve her.

That's a sad excuse for bipartisanship.

And to tie the loose ends of this little rant back to the topic,
that means Senator Graham is (on that issue) the one politically conservative Republican Senator on that issue.
Republicans aren't, by & large, political conservatives.
